Iain Wallace is an associate professor of geography at Carleton University. This brief study is a working paper of the Queen’s University Centre for Resource Studies and as such is “offered for information and discussion ... to encourage feedback ... and additional research in mineral policy.”

Six very brief chapters take us through an examination of “the promise of regulatory reform” as set out in Freedom to Move (Transport Canada, 1985) and the subsequent Bill C-18, to some recent developments in Canadian mineral transportation with a comparative glance at deregulation in the United States.

In a context of continent-wide trends to deregulation of airlines and railways this study is timely and apposite. It is well written and a useful discussion with a context not limited to the environment of the Canadian mineral industry.
