The purpose of this union list is to provide researchers with basic data about papers to enable them to decide whether the source is likely to be useful in their studies and whether they should make further inquiries from the repositories that hold the papers. The project began in 1961. The second edition was published in 1975, with 26,000 entries from 171 repositories. The first two supplements covered to 1978, adding 8,000 entries from 126 locations. This third supplement adds 78 institutions and 3,300 entries describing new acquisitions received by December 31, 1979.

Part one describes the entries, listed under inverted names of the individuals, corporate bodies, or government agencies that received, created, or accumulated the papers. Each description defines the type of materials, the size, and the subject matter. Part two is a catalogue-by-repositories, a short list of what the institutions now have, arranged by institution. Part three is the detailed subject index.
