Review

C.J. Lowe died in 1975. As a memorial, this collection of papers has been collated from the writings of some of his colleagues and students, ten in all, and mainly British by academic profession. Nine chapters plus an overview, with extensive footnoting, cover such topics as the administration of the Foreign Office, its relations with Japan (in one chapter) and with Russia (in another chapter), Lloyd George and his impact, the Hapsburg Monarchy, and the Interwar period. The overall focus has been to understand the perceptions of those who made and implemented foreign policy.
