First published in 1977, this new edition reflects the substantial changes of the past eight years: a new grants system in the province, a reorganized school system with different bases of financing, standardized election procedures, a new planning act, and, of course, the federal government changes that impact on all of the provinces. Each of the thirteen chapters concludes with a bibliography. Major topics are the elections, the operations and procedures of councils, tax assessment, municipal finance accounting and reporting system (along with grants), planning, and education.
