Intended to encourage policy research, debate, and review, W. Keith Buck’s Intergovernmental Mineral Commodity Arrangements highlights “the clear distinction in form and aspirations between full-fledged commodity agreements with binding economic provisions and agreements which provide a forum for intergovernmental consultation and enhancement of market transparency.” The paper summarizes developments in these arrangements from World War II to the present. Private company associations, organizations, and institutes are not included in the discussion; nor are associations of a cartel-like nature. W. Keith Buck has been involved in intergovernmental mineral commodity arrangement policy formation for 30 years.
