The proceedings of a workshop held May 27-30, 1980, at Queen’s University, this report reviews such issues as self-government agreements that might potentially be developed, both of a general nature and in particular policy sectors, and the impact of having the right to aboriginal self-government established in the constitution. Workshop participants included government officials, representatives of aboriginal peoples’ organizations, and subject experts.

This working paper is intended to help identify problems and stimulate research rather than to offer suggestions. It will provide a valuable starting-point for further discussions.
