Access to Survival endeavors to present the position of the Native Council of Canada (NCC) on aboriginal self-government and constitutional reform. The NCC represents “the largest number of aboriginal people recognized under Section 35 of the Constitution Act, 1982,” including Indians and non-status Indians as well as Metis people. This paper focuses on the need for establishing equal access to the aboriginal right of self-government, with a discussion of the mechanisms and organization of self-government in view of constituent requirements.
