In this study Ian Cowie addresses certain issues resulting from the interaction of aboriginal and non-aboriginal governments, with particular attention to the historical context and current federal and provincial arrangements. Anticipating potential areas of conflict when several 1evels of government overlap, Cowie persuasively argues the need for the establishment of a planning and review body which could act as “a clearinghouse for cooperative study and action on issues that cut across regulating authorities and / or legislative jurisdictions of aboriginal, municipal, provincial and federal governments.”

Ian B. Cowie is a management consultant who has been involved in government policy formation in the field of Indian Affairs with both provincial and federal governments.
