Review

This book is a product of a course taught by a respected former premier
of Saskatchewan and an astute analyst of public administration. Through
a well-organized and edited dialogue, an interesting and jargon-free
understanding of the workings of government in Saskatchewan and
elsewhere is developed. Those expecting juicy insider gossip or a
self-serving memoir will be disappointed. But students of government and
public administration will appreciate the blending of Blakeney’s
reflections on his many years of experience in government with
Borins’s knowledge of the scholarly literature. Coherence is given to
the dialogues through a “philosophy of statecraft” that outlines how
the public sector should be organized and how public officials should
act in a parliamentary system.

The second edition includes some comments on the organization and
operation of the Chrétien government, as well as a short new appendix
indicating the text’s correspondence with the topics covered in
various Canadian politics and public administration textbooks.
